Is social robotics an engineering problem at this point?

Thoughts on research areas in social robotics from the vantage point of Machine learning? Most papers I see are assessing use of social robots and how people react to them, or using existing sota from speech recognition, natural language, reinforcement learning and applying to make a robot social? Can we (or do we) have serious research problems that pertain to social robots like grasping or navigation in robotics?
